US Citizenship & Immigration Services (USCIS) has announced that it will adhere to the revised, 2 July 2007 Visa Bulletin announcement from the Department of State. As the July 2 announcement indicates that no employment-based categories are current, this appears to mean that USCIS will reject all July filings for AOS, including 2 July 2007 filings.
